First time the policy of the Industrial-Residential-Service ecosystem was approved

Since 2021, Vietnam's economy has established its position in the Asian region, maintaining a strong growth rate even when the global economy is in a crisis. This is also the reason why the production and supply chains of major corporations are gradually shifting from China, Hong Kong, India... to Vietnam. The right economic strategy and political stability are the conditions that help Vietnam attract investment, especially in high-tech manufacturing clusters.

Recognizing the great potential, the government has made adjustments to the policy. The industrial ecosystem was first mentioned in a formal manner in Decree No. 35/2022/ND-CP issued on May 28, 2022, with special emphasis on the content of the Industrial-Residential-Service ecosystem.

The decree specifies that a "residential - service area" includes: housing, educational facilities, training, and research facilities; medical facilities; sports, cultural, and park facilities; commercial facilities; service facilities, and other construction facilities. The ecosystem is invested in building a synchronous technical infrastructure and social infrastructure to ensure efficient, sustainable economic, social, and environmental development.

According to the assessment of PGS.TS. Tran Dinh Thien, Director of the Vietnam Institute of Economics: "Industrial urban areas, or urban areas closely linked to industrial zones, are not just four-story housing for workers, but must be high-quality, integrated, and fully meet living needs. Policies must also specify standards for urban areas linked to industrial zones to ensure requirements are met."
